Post in the What is it section and show both sides.More people will see it.
See if the small end will open a beer bottle or pop bottle.
Put a coin next to it for size.

That looks really strange ;d

It is a bottle opener. Quick google search revealed Home | Russell-Co. It's European. Maybe a very old opener.

I moved this request from Links over to What Is It? for more exposure.

The original poster started a new thread with a coin for size, and the back which shows it to be a suspenders piece: http://www.treasurenet.com/forums/what/505834-thinking-some-type-syspender-clip-maybe.html
