apparently a neck stock decoration.

I note the Great Seal has been in the public domain since 1782, so I'm guessing it might fit with the uniform styles of the time.

It is a cavalry rosette. Here's one I found. I think it measures 1 3/4". You can see where the loop was soldered on the back of mine. Very nice find.
