Door Bell?

This looks (and sounds) like a service bell but I am kind of confused by ring on the top. Maybe a manual door bell?

Probably hung above the door in a store, when the door was opened the top of the door hit the bell. The hanger was usually flat springy steel.

Looks like it may be homemade from an old telephone bell.
