Dug this in 2012..What is it?

This one has been a head scratcher for years so thought I would let the experts here take a swing. Found it in a park in downtown Charleston at about 6 inches deep from what I remember. Its brass and a little under 3 inches by 3 inches and has a cross etched into the glass. The park is about 4 or 5 blocks from the water and from what I can see there may have been a house where the park is now. Lets see if we can figure it out.

cross hairs is what i've thought since I found it.

I’m about 95% sure that’s an old oil sight glass for checking the amount and condition of oil in an oil tank. Here is a picture of a newer one.
