I have seen similar in Thrift stores.
It doesn't appear to be made of a metal alloy, given its significant thickness.
It's some kind of pottery or ceramic, coated with an alloy.

I have seen similar small bowls described as "censers", in which a small cone of incense would be left to smoulder.

I have some floor protectors for furniture legs to sit on that look like what you have. They protect the floor from being indented by the end of the leg.
