Looks like a general staff officer's button. I forget the designation. What does the back look like?

**** its the front part of a button --general service type / or staff officer - union civil war or post civil war --its pre 1902 for sure -- because thats when they came out with the "great seal " type button

size wize main clothing sized -- shirt front / trouser sized ---too big for cuff button / too small for outer coat button
