Mexican eagle and US eagle, similar to what is on great seal of New Mexico.

can't find any info on the medal or the maker, but " .....when that title was amended in 1954, the symbol © was allowed as an alternative to "Copyright" or "Copr." in all copyright notices." (WIKIPEDIA)

So since yours has the copyright symbol you know it can't be older than 1954.
