The back is lapped over the edge of the coin while the front is an inlay. Guess they needed that back flange to mount the coin to.I'm trying to figure out why the thickness of that outer parameter ring around the penny on the heads side looks thinner then the tails side. It's though the diameter on the tails side would be larger than the of heads side. Sometimes just doesn't look right.

I don't think that type of bezel is all that unusual, just kind of bulky and crude looking. Here is one similar in design, albeit a bit fancier.I see that now.
