Maybe just a thick "dock washer"?
Similar to: https://www.boltdepot.com/Dock_washers_Hot_dipped_galvanized_steel.aspx
I was so excited at first because I was going to say "ONE CENT" coin, but then I realized that's not what you were asking about.

Maybe a piece of Scrip?
May be a piece of scrip from of some sort. Note that there is a round hole similar to one of these coal scrip from Coxton, Kentucky belonging to Koppers Stores. Many stores, mines, pharmacies, and factories has these that they gave to employees instead of cash up until the mid fifties.
