That's called a biface. An unfinished piece...a blank. I'd guess it was discarded because of the cortex material on one side toward the tip. If he got rid of the cortex, the thing would have probably been too short for what he was wanting to make. If he finished it like that, the cortex would not be sharp enough to do the job. Reject bifaces are common at quarry sites. Perfect ones are less common because they didn't get pitched. Are you near the James River? The material looks like that stuff. Gary

actually Europe is full of neolithic flint hand axes that look just like that...color, shape and size.
