Are you sure it's a Dragon head and not an Eagle head?
Looks like the right size for the top of a letter opener.

I thought eagle too, but sure enough there's teeth in that mouth. Still the letter opener Does look like the right size.

Does the fly have any points where a pin may have been attached? I agree it looks like a pin or broach.
