30th anniversary of the Union fraternity. I believe they would have a gathering every five years. 1865 to 1895 would have marked 30 years since the Civil War ended.

Sick again, so probably just this one post today. It is intended only as a helpful clarification. Your relic find isn't a GAR "medal" (something awarded to a soldier by the Military or Government or organization, for bravery in combat, or honorable service, etc). It is a GAR Annual Reunion "badge," sold at the reunions as a souvenir.
For anybody here who doesn't already know... in this case, the initials GAR stand for Grand Army of the Republic, the yankee equivalent of the Confederate Veterans organization.

These guys are spot on! The GAR "Grand Army Of The Republic" was a vets organization of ex federalist troops. In Southern territory we had reunion encampments at virtually every battle site, mainly because a greater portion of the war was fought on our soil. In my hometown we celebrate memorial day on May 23rd, the anniversary of the first battle of the Shenandoah Valley Campaign.
My question, and perhaps one you'll be able to answer is where was their annual encampment? I would expect Gettysburg, Pa also known as the "High Water Mark" of the confederacy. My folks never did get those darned shoes! Either five or six men from my Mother's family surrendered there in Devil's Den. Another was cut in half by grape shot in preparation for Picket's charge.
Every relic of this kind you find will bear the testimony of a hero. If you close your eyes in reverence and clasp that tightly in your hand you'll feel their power and perhaps just a bit of their pain.
