Watchmaker tool maybe? Not for removing hands though, the ends would be more hooked.
 

I believe it's part of a cocktail serving set. i have one that came with a 1950's German martini set-up.

Here it is. Mines been silver-plated, along with the edges of the ice bucket it came with.
I occasionally use it to torture/play with the cats.

My grandmother (from Sweden) had something similar that she used
for picking up sugar cubes to put in her coffee.
 

Barware, made for and mainly used for olives, could be used for sugar cubes or even little onions or maraschino cherries.

CurbdiggerCarl, yours is slightly larger, ice cubes and pickles for the bigger ones.
