I know this post is pretty old, but I also found this knife in a drawer just recently. It was my Dad's, but I don't know anything else about it. I'm sure he had it for years. Mine is still in really good condition. I used some WD-40 to loosen the slip joint, and I used some Brasso to clean up the brass oxidation. The knife is still surprisingly sharp, and the blade looks clean, with just a few scratches. The wood is in great condition, and the grain is beautiful. IMG_20200812_101603_01.webp
 

Gorgeous find. The handle is beautiful and large. Was this a two blade knife with one larger blade as well and the blade is missing? Similar to this


Never the less I agree with you one of the nicest Made in Pakistan knives I’ve seen.

Definitely Vintage. There was a vintage brand also made in Pakistan called. “Bullet” named for the look of the knife like a shot gun shell.

The short blade is similar to a grafting knife however it is not a grafting knife.
I have been around grafting knives all of my life and the shape is different. It’s either curved like the talon of an eagle or flat like a butcher cleaver see image below

Definitely not a two blade. The blade that's in the knife now fills the gap between the scales pretty tightly. It's not centered perfectly, but there's no room for another blade.
 

Nice knife and definitely made that way. Often crops up on knife forums with that same 13-852 serial number and a Pakistan origin. No-one has reliably dated the serial number beyond a general assignation of 'vintage'. Here's an identical one which also has that serial number:

It's not a grafting knife, nor for any specific function such as carpet-cutting or whatever. It's just a general purpose utility knife with what's known as a 'sheepfoot' blade... although it's blade form commonly seen on 'nautical'-related knives, as explained below:
