Fish skull cap?

I found this at myrtle beach, SC. The underside has what I believe to be the brain imprint from a fish skull. Either that, or it is part of the tail of a ray where the barb attached to the rest of the tail.

Cool piece. That is one I have not seen. It looks whole. Is it? I would have been stumped if I found that.

I'm not positive but that looks like it may be a small scute of some kind to me.
Mabey near the base of a tail like armadillo.
