Fishing lure or copper culture?

Found this today about 6 inches down in the woods, i thought maybe a fishing lure but there's no 2nd hole for the hook. any ideas?

It may be the blade from a spinner bait. Similar to this one.

If you could tell us how thick it is that would help.
Also, please don't reduce the pic size... it would be helpful to see how the loop is actually attached to the top and to see the metal surface more clearly. :icon_scratch:

I'd go lure or flasher as well. Copper Culture had no way to solder bits together (like the loop)
