Civil war relic hunters call it a coat-tail weight. I suspect they could be in skirt/dress-hems also. The purpose is of course to keep the coat-tail or dress/skirt-hem from getting blown upwards by the wind ...which was a particular problem for a Lady's modesty in the Victorian era, and several decades afterward.
