First thought is Prussian.
My thought also Gene Mean. The design and way the bodies are painted should be a clue but I have not found that so far either.

The blue ones are French and the green should be Russian.They go with Napoleon's Russian Campaign of 1812,I think.

I don't know if the flag of the green is correct for 1812.But Russia used the white-blue-red banner much earlier,first by the navy around 1700.

What a great lead Erdspiegel, flag configuration is a bit different but the colours are a match which I will follow up on.

Building on the Prussian/Russian suggestion, I pored over the regimental flags of their armies and got lucky. Looks like it's that of the 1797 "Ekaterinbourg" (proper Russian spelling is Yekaterinburg) Musketeer Regiment.
It appears that the artisan that hand painted your figurines was satisfied with generalities of detail, as seen by his/her odd looking two headed eagle and the placement of the crown (if that's what it's supposed to be.) It also explains why the French flag is also a loose interpretation.
The theme of your soldier set appears to be the French Revolution.

Retired Sarge a mad minute is really good & fast.. It took me a mild minute and a half to figure that out.
