Hard to tell what it was used for, though. Maybe a tool check where a worker would borrow a tool from the shop and the number would indicate which worker had which tool - and dock his pay if it didn't come back in time. Or a fob of some sort - maybe a luggage tag. The hole would indicate a leather strap went through it, rather than just a place to hang it on a check-out board.
