With regards to the beaches:

In general, public beaches are fine to detect from the the toe of the dune to the water, including the water.

Exceptions:
-Underwater Archeological Preserves - no water detecting;
-Treasure lease areas - no water detecting;
- State Parks - no detecting (This is one area that it isn't evenly enforced; Some state parks that have beaches will allow detecting and even the area to detect is open to dispute. For example - Anastasia State Park allows detecting. Some rangers interpret the area to be the toe of the dune to the high tide line; Others only allow the wet tidal zone between high and low tide with no dry sand detecting; Some have said that only water detecting is allowed which isn't the case as it is an Underwater Archeological Preserve.

Can anyone tell me the law on md panama city beachs or any where in florida I have look online for two day
and nothing the last thing I saw was may 2012 and it said that 2012 would be the last year for metal detecting

Johnny, the supposed end of detecting in FL was verbage that never came to pass. So you can forget about that. And you're asking about a city beach. As you can tell from Diver Down's post, city beaches are not a problem. Have fun!
