Foreign coin ID assistance?

A friend of mine asked me to help him identify some world coins he has. Using the NGC World Coin Price Guide I was able to find all but two. Can anyone help with the ID on these two?





This one below may be silver and is about the size of a US quarter.

I enjoy Pail Ke Kua condos at Princeville.
Played many, many rounds of golf at that CC.
