Found amongst Civil war Confederatesl relics!! Any ideas on this neat piece

Found this at old house site which has produced several Confederate and early militia relics. Any ideas?

Possible ladies Dress Belt Buckle cover!!?? It appears period (i.e. around the Civil War time period).

Being that its pressed copper plate its circa late 19th C.
