The horseshoe part is likely a magnet, to either produce electricity in the copper wire (generator) or rotation (motor) in a shaft that would have gone through it.

I wonder about a hand crank telephone. It looks like a gear/cog would mount on one side. This would have been stationary and the crank would turn the works. Just a wild guess.
