Looks like an old iron fancy spigot valve. It would be nice to see a couple more pic's such as each end of it as MH has requested.

flip it over, could be a gas lamp valve for a street light

This is the only photo I have of it and I left it in a different state at my mothers do I can't but you have all given me some good ideas of what it might be thanks
