What could this be? found in the forest.. i thought it was a piece of a smoking pipe at first but noticed theres a slit along the side. and looks like something is sheathed inside.

It's a (silver?) pencil.
The ring slides up, to hold the amount of pencil you want exposed.
And, when not in use, retracted to save the tip from breaking....(I guess)...!

Good call! just before i hit refresh on the page i was able to get the thing out with some tweezers and lo and behold a little pencil tip came out, and it fits snugly in the other end. Thanks!
