Holly, do you think something could have rotated on the bent bolt part though? Maybe something is missing.

Not sure... It must have had some purpose. It obviusly was hung on A wall. And it so much looks like a lil shelf

It looks like the hold down for a buckboard wagon or other cargo cart.The horse drawn log carts were very heavy duty like that also....my best guess
