I am absolutely sure its a civilian fashion blazer button. The back has rusted away.

The US Navy would never use a steel back button. Its civilian with a Navy motiff.

Is it old? The thin steel back that rusted away suggests that its 20th century. It could be 50 or it could be 100 years old but they are also still made today. You can find them on eBay so its hard to date.
