Could be any of the above. I have seen tags like that on all of the above mentioned. It could be for just about anything, but maybe someone will know for sure according to the numbers and letters.

I find those in Canada , I believe the BT stands for "Bell Telephone" and were attached to poles to hold wire in place.....HH...Bonz
