I had to look up the definition of camion, which seems to mean truck. So, the back cover of a transport vehicle?
From what little we can read I presume it says "nur fuer" meaning "only for", but what it says next is a pretty big guess.... Germans? Medical supplies?

Looks like a common piece of tarp - like used to cover most any exposed load.
