German Cross...WW1 or WW2 any way to tell?

Trying to figure out how it ended up in the AZ desert at a train depot that operated from the 1890s to the 1930s

It appears to be a U.S. Army Marksman Qualification Badge/Pin that is missing the hanging (lower) device/bar. Some soldier embarking or exiting a train in the 1920s or 1930s, likely lost it.
