It does appear to be melted. (A few fires have gone through the area)
Especially one side of where it looks like a wing nut was for ease of tightening the pivot. Main body is aluminum.

Razor holder?

Now that you say wing nut it makes me think it may have been the part that holds a mophead on an industrial sized mop.Used to swing a mop working in a restaurant and it looks similar.It clamps down on something but I think the part that locks it shut is missing.

It's a ratcheting device. Can be used for putting in wire fences or tightening cattle fence.

My father is pretty good at identifying my finds. I told him my tresurenet buddy's will get it.

He doesn't want to k ow until he holds it in his hands.
He (my father) believes its some sort of wire tensioner also! Or... A miter saw pusher(finger safer)?
