Great lakes necklace?

Found this Great Lakes thing the other day, anyone know what it is? I think it's a necklace, it looks like it had a part that attached to a necklace, the middle section spins 360 degrees.

That's a key chain, I have one from when I was up in NIagara Falls, Aruba and Vegas. Cool find
