Somebody tried to solder to it.
You can melt the excess solder off with a heat gun or propane torch. Don't overheat it though or it will hump up.
Solder doesn't like to wet to the Ni cladding so it will come off fairly clean.

maybe someone wanted to do one of those hobo carvings to it and royaly screwed up.
