Mass produced damascene metal looking souvenir knife from Toledo, Spain is my first thought. The knife by H.Schrwiber and Sons I would think was made in Germany and in an antique shop they might price it at $25.00 to $30.00 and probably wouldn't buy it for more than $5.00 to $6.00.
Yes, @tamrock is correct. The handle is in Spanish Toledo style, but the knife was made by one of many producers in Solingen, Germany for export.
I think you’ll find that what looks like an ‘H’ is actually an ‘N’ and it’s from N. Schreiber and Sons. They’re listed as a Solingen maker of pocket, hunting, and kitchen knives although I can’t find their dates of operation. Mostly, knives like this are from the 1920s through to the 1960s and beyond.
There were many makers in Solingen using essentially the same handle decoration with minor variations and fleabay sellers are typically asking between about $50-$100 for them. I doubt that they ever actually realise those kinds of prices. A few similar examples from other makers:
