HALLMARKS - Need your HELP... I don't know what they mean

HALLMARKS - Need your HELP... I don't know what they mean, can you help me indentify them. They are on the bottom of this cup. I don't even know what kind of cup this is. Any info will be helpful....THANK YOU.

I don't recognize those marks...

It is going to be European, and date somewhere around 1900. The big zig-zag means it has been assayed.
