It is 2 1/2" X 1 3/4". About the size of a matchbox.

Maybe the clips held a picture - this could be a heart-style frame? What is the thing at the bottom? Could it be a framestand?

It looks like the clip from a wall mounted mail box. Out going mail was put in the clip... incoming mail was put in the box.
