heel plate

I dug this about a month ago.I think it is a heel plate of some sort but not sure.Any ideas or info would be appreciated .

Jimmy,Its very old but looks more like the back section off of an old pad lock.Maybe some RR line.I have one that looks more like yours but cant put my hands on it now.Just a thought,not 100% HH

You are probably right jarman.I thought maybe a tap shoe plate or something.
