I really don't have the faintest idea, but it sure is beautiful! There probably is a pottery forum on the site, post it there for the pottery experts. Nice find!

Most likely German from what I find online, where they are alternately referred to as an ewer or jug. Although Kovels has some listed, their detailed information isn't free. so this was the most I could find: Antique Westerwald German stoneware blue grey salt glazed pottery ornamental jug probably 19th century
