To me it looks like glass from a mold and then enhanced with small and narrow cuts to give it more of a full cut lead crystal look. I'm thinking it could have been from anywhere from the 1940s to the early 1960s and retailed out of the five and dime type stores. It would be part of a punch set that would be offered to shoppers at a few pieces at a time to build a set. It was a way retailers got you coming back in to shop at their store. I do see much of that type of glass in the antique and thrift stores. I remember my mom would get hooked into those buy as they come sets like they put out in the 60s. Heck everyone's Mom was buying stuff like that when I lived as a youngster in the Chicago suburbs.
