Pretty sure it’s a roughly 1830’s diplomatic button. I would think it says E Pluribus Unum above the eagle... does that look right?
 

That is a nice button I think it has to many letters to be E pluribus Unum. What does the back look like?
 

I believe Albert’s catalogs this as a UU-133. The UU indicates Unidentified Usage, but they are said to be either diplomatic or patriotic
