Help Identifying Antique Brass Pullman Train Luggage Rack

Can anyone take a look at this item I put a bid on, its a brass pullman train luggage rack. Can anyone date this piece, I tend to prefer early stuff they have listed as 20's but I'm thinking earlier?

I don't have a clue really, but to me it's got that 1910's to 1920's look to it. I've got a few items from a 40's pullman and it pre-dates my stuff for sure.
