Help Identifying Small Buckles

I found these two items two small buckles while metal detecting along a public swimming beach in Minneapolis. The beach has been open to the public since the early 1900s. I'm trying to detemrine what their use might have been. Online research suggests they were used as garment adjusters of some type or possibly horse tack; though their size suggests they are too small. If anyone has any insights to share on the items use, I'm all ears!

I have found many of those in desert ghost towns and mining areas where there was barely enough water to drink, let alone to bathe in. I'm thinking there was other uses for them.

I agree with both of the opinions above. I have seen vintage pictures with metal buckles on swimming caps, and if that were not the case, then they could have had another use of some sort.
