Help identifying this ax makers mark Please

I have several vintage tools, axes, pickaxes, etc... Most of them are not marked but this one I'm attaching pictures of has a USA stamp and in front of the USA is an interesting mark almost looks like a brand mark. The other side that I also posted it has 4 lb. Thank you for your help, Katie
