Help identifying this roman iron please

I bought this in a lot of Roman Iron for a few arrow heads that were in it. I have no information on where it was found. I just can't find anything that looks quite like it and I really want to know what it is. This seems to be the best place for help even though I didn't find it myself.

There is a slot on thick bit that the pin can slot in to. I want to say some sort of buckle but I can't find any sort of buckle that resembles it. The little piece off the end is a bit of a mystery as well. Any help at all would be greatly appreciated.

Looks like it was used to pull things with to drag or plow something up. Just a guess though, Interesting artifact though, thanks for sharing!
