HELP ME ID THIS 1854 BELT BUCKLE

I found this belt buckle that I think is from the Crimean War in 1854. I think it is silver, but can't find any info on it.

How is this buckle constructed? Are there two medallions opposite each other, one on each side? Or, how thick is the center piece?
Certainly the one side side is using the same design as this commemorative medal: WEISS COLLECTION

As the elephant was the maskot for the Duke of Wellington's regiment, that angle might be worth persuing regarding the Crimea and the buckle? Perhaps it was worn by the 33rd to commemorate their action during the war?

The buckle is one medallion, one side the elephant and one side the winged victory. It's about 1/2" thick and 3"all around. The elephant side has names inscribed. the ones I can read-

riza omer, cambridge, dundas hamelin, raglan, redcliffe, napoleon, rechid

Thanks. I think it is French based on the inscriptions.
