This pack photo is from a Korean war period US backpack and shows a buckle like yours, but likely it is steel. Other larger buckles on this pack are identical to a brass civil war pack buckle I have. I guess the designs were used for a long time. I think yours is very old.

I think mine is steal or iron but it's very rusty and very fragile and it looks old
