Help, Seminole War Fort area find. Any ideas?

I may be waaay off, but I found this at a well known Seminole War Fort area (US Military) and via a quick google search, appears to look possibly like a ball shot starter or something similar (I don't know zilch on muzzel loading guns).

Any ideas?
