help with id please..what is it? lead with crossed swords, anchor,wings

hello, i have permission to hunt 3 connecting lots where a house is being torn down and this week have found these items...nice lot of cool artifacts and silver....i have no idea what this thing is..everyone i have shown it to says what it looks like and (i know what it looks like).........its made of lead...hollow.....3 inches long and about as round as nickel....has an anchor, what looks like crossed swords and wings and on each side a circle with people inside the circle. the top looks like a helmet...its broken at one end..looks like the intials jr on the top of it....its driving me crazy wandering what it was..thanks for any help... ..letshuntnow
