It's a double-headed eagle James, also known as the 'Imperial Eagle' used on lots of coats of arms, especially in Eastern Europe and Russia and generally borrowed in a 'cultural appropriation' sense for decorative purposes. Here (unlike the example AARC posted) it's not crowned, although I'm not sure what that emblem between the two eagles might be. Just looks like some fancy decoration rather than truly 'heraldic' in a coat of arms sense.

I would think any time between the late 1800s and early 1900s, produced as a decorative repoussé box for whatever purpose you wanted to put it to and of no great value... especially if not signed/marked.
