help with picture

can someone explain how to put that little picture on the side of your post nothing works for me.

I did upload my pic but when i click change profile it says no file uploaded.

Most sites I frequent have a max size your avatar can be. I checked my profile page and found no info, you may need an administrator to add some input here.

It will upload a pic from the camera but, not from the scanner. don't know why.
